Target Area “Block 5” (2013 - )
The neighborhood targeted for improvements includes the area bounded by: Buhl Park on the north and west, Buhl Farm Drive on the east, Highland Road on the south and the City of Sharon on the west. Major infrastructure improvements will be undertaken on the following streets: Parkview Boulevard., Fairfield, Woodlawn, Lillian, Richmond, Cohasset, Lyle, Bartholomew and Rettig Drives. Lennon Smith Souleret (LSSE) has been retained to begin engineering and design work on the project.
Design work began in May 2013 with the first phase of construction scheduled for 2014. LSSE has completed preliminary survey work and core borings of the roadways. Aqua PA completed construction of water lines. Engineering work is ongoing and will be completed in the winter of 2013/2014. A public meeting with neighborhood residents was held on October 16, 2013 at 5:30 p.m. at the Hermitage City Building. Bids were opened for the project as part of the overall 2014 City of Hermitage Capital Infrastructure Improvement Project on March 17th.
2016 - Lennon, Smith, Souleret Engineering (LSSE) has been retained to continue engineering and design work on the project. Milling, necessary base repair, binder, wearing course, stormwater improvements and street sign replacement will occur. Richmond Drive, Lillian Drive, Fairfield Drive and Woodlawn Drive (all between Parkview Boulevard and Hermitage/Sharon line). J&T Paving, Greenville PA has been awarded the contract.
J&T Paving, Greenville, PA plans the following work:

Phase I
Rockwell, Cohasset, Rettig, Lillian, Woodlawn and Fairfield - A contract was awarded to Protech Asphalt, New Castle, PA for a total NIP construction cost of $765,000. Stormwater piping and paving work are complete. The project is complete.Phase II
2015 - Lennon, Smith, Souleret Engineering (LSSE) has been retained to continue engineering and design work on the project. Milling, necessary base repair, binder, wearing course, stormwater improvements and street sign replacements will occur. Cohasset Dr., Lyle Dr., Richmond Dr. (all between Bartholomew Dr. and Parkview Boulevard.) and Parkview Boulevard (Buhl Farm & Woodlawn) are targeted. Project is estimated to be $525,000. The project plans, specifications and bid documents have been completed and bids were opened on March 31, 2015. Butch & McCree was awarded the contract at the April 22, 2015 Board of Commissioners meeting. The contract cost is $510,946.15. The project began June 8, 2015. All stormwater work has been completed. Paving has been completed. The project has been completed.Phase III
