CITY OF HERMITAGE DEPARTMENT SPECIFIC INFORMATION
All City Buildings and Facilities, Including Parks and Playgrounds
- All buildings are closed to the public, although employees are available to be contacted via telephone and email during business hours. Entry will be only by previous appointment. Any member of the public entering a City building will wear a mask while in the building and any employee meeting with the public in a City building will wear a mask during the meeting. Cloth face coverings are not required on children under 2 years of age and anyone who has trouble breathing. Appointments will wait at the exterior lobby door for an employee and conduct the meeting in a lobby conference room
- Social distancing will continue to be emphasized.Hand sanitizer stands will be available for use by the public
- All parks are open to the public. Social distancing practices must be followed. All park restrooms will be open for regular hours. They will be cleaned and disinfected daily. Signs will be posted on the outside of doors emphasizing social distancing and hand washing.
- The Hermitage Athletic Complex and Rodney White Olympic Park fields will be open for activities in compliance with guidelines issued by the Governor’s Office and the PA Department of Health. More specific information is available through the Parks & Recreation Department
Trash, Yard Waste, Recycling
- There are no changes in the residential garbage, yard waste and recycling pickup schedule
- Bulk trash pickup day will be on the regular pickup day during the week of May 4.
- The tire and electronics recycling program at the City Garage on Virginia Rd. is suspended until further notice.
Taxes/Revolving Loan Fund Payments
- The deadline for Earned Income Tax (wage tax) returns to be filed and tax due paid has been extended until July 15, 2020.
- The deadline for filing the Business License Tax return and payment of any tax due, without penalty, has been extended until July 15, 2020.
- All tax payments can be made by mail or dropped off in the drop box at the rear of the Municipal Building. If you wish a stamped receipt, please provide a self addressed and stamped envelope with your check.
- All payments, including principal and interest, for existing loans from the City of Hermitage Revolving Loan Program are deferred and not due until July 1, 2020.
Parks & Recreation

Building Permits/Inspections/Other permits
- Based on Governor Wolf’s order regarding essential businesses, building permit applications/plans for non-residential construction will be accepted and permits will issued effective May 1, provided plans are approved and fees are paid.
- Building permit applications/plans and the appropriate fee for residential construction will be accepted and permits will be issued effective May 1, provided plans are approved and fees are paid.
- Building permit applications/plans that were submitted prior to the Governor’s order are being processed and building permits will be issued effective May 1, provided plans are approved and fees are paid.
- As per the Governor’s order, applications for emergency repairs or demolitions will be accepted and permits issued.
- Zoning permits for prefabricated outdoor storage buildings will be issued upon request with the necessary application and payment of the fee.
- Fire Department inspection of occupied residential rental units will resume. Fire Department inspectors will wear masks and protective gloves when inspecting occupied buildings.
- The issuance of transient business licenses for fixed locations will resume. The issuance of transient business licenses for door-to-door solicitation remains suspended until further notice. Those licenses that are issued will contain a notice that social distancing is required and employees having in-person contact with the public must wear a mask.
Construction Projects
- The City has temporarily suspended further action on capital construction projects such as the 2020 Neighborhood Investment Program and other capital paving and stormwater projects.
- PENNDOT has resumed new construction projects and the construction of the roundabout project on East State Street will start up again on May 11.
- The Hermitage Municipal Authority has resumed construction on the low-pressure sanitary sewer expansion project on S. Darby Rd., N. Darby Rd., and N. Neshannock Rd. effective May 1.
